Why does President Obama continue to resist connecting terrorism to Islamic extremism?

It seems to be further eroding the President's credibility as he, and members of his administration, appear to be taking extraordinary steps to avoid vocalizing links between the atrocities committed by ISIS and their extreme interpretations of the Prophet Muhammad's teachings.
