Rochester, MN (KROC AM News) -  The Rochester Police Department has released more information about the toddler found wandering around in a diaper Thursday morning.

Police say a man who was walking his dog on 16th Street SE about a block east of the Graham Arena complex around  5:30 a.m. spotted the toddler and took him to a nearby business and called police. Temperatures at the time were around 50 degrees.

Police Captain John Sherwin says the mother of the child contacted the department around 8:30 a.m. after discovering he was missing from their home in the 1500 block of 4th Ave SE, near where the boy was found.

The woman told police the boy had wandered away before and she had installed a deadbolt and even put up a makeshift barricade but he was still able to open the door.  

The boy was okay, although one of the officers sent to the scene had to change his diaper.
