Rochester police arrested a 31-year-old man Thursday morning after he allegedly came after a motorist with a knife.

A police spokesman says the motorist was headed west on 9th street southeast and was beginning to enter the intersection with 3rd avenue near the Kmart store around 11:30 a.m. when the man walked in front of his vehicle. The man in the car told officers he lowered the window and exchanged some words with the pedestrian when the other man, whom police described as apparently homeless, pulled out a knife and came toward him.

The motorist then rolled up his window and drove away from the scene before he called the police, who found Floyd Phillips walking along 3rd avenue with a knife in his possession.

He is being held in the Olmsted County Jail on felony assault and terroristic threats charges.
