Rochester, MN (KROC AM News) - The Rochester Planning & Zoning Commission is scheduled to take up the proposed Alatus project when it meets Wednesday. It will also hear Mayo's latest development plans.

The Alatus project calls for a 13 story building with 347 residential units, a 560 space parking facility and commercial space.The property is located along 2nd Street SW between 14th Avenue and 15th Avenue, west of St Marys Hospital. A number of neighbors have expressed their concerns about the project, primarily because of the size of the building and the traffic impact it will have on the surrounding area.

The commission is also scheduled to receive Mayo Clinic’s updated Five Year Plan. This is the first one that includes DMC-related plans. In fact, the first Mayo DMC project is included in the plan. Mayo expects to begin work next year on the first building in the Discovery Square district located on the two blocks south of the Hilton-Guggenheim Building.

The plan contains dozens of small and large projects, which Mayo says “may occur within the Central and West SubDistricts and the Mayo Support Campus Special District during the next five years. With the changes that are occurring within the health care sector, there is no certainty that all of these potential projects will occur. DMC-related decisions may also impact project locations.”

There are no financial figures included in the report but estimated costs are likely in the hundreds of millions of dollars.

Here are some of the projects included in the five year plan:

Possible hospital facility expansion east of the Eisenberg Building.
Continued expansions/renovations in Charlton, Eisenberg, Colonial & Jacobson Buildings.

Continued renovations and complete fit-up of Gonda Building.
Phase Three vertical expansion of Gonda Building.
West horizontal expansion of Baldwin Building.
Vertical expansion of Harwick Building.
Major expansion of clinical laboratory, research and education space on Blocks 7 & 12, south of Hilton/Guggenheim buildings.

Provision for a mixed-use project for patient/staff parking ramp, possibly including education administrative & utility support south of Baldwin Building.

Staff/employee parking ramp on south of Medical Sciences Building, including subway extension.

Subway connection from Baldwin Building to Ozmun East Building.
Subway connection from Dan Abraham Healthy Living Center to Ozmun Building.
East expansion of Mary Brigh Building for diagnostic, treatment and inpatient functions.

Horizontal and vertical expansion of the Generose Building.

Administrative support and parking facility on 11th Avenue SW and 2nd Street SW.

Skyway/subway connections north across Second Street and/or west across 14th Avenue SW.

The report also contains some interesting numbers dealing with Mayo’s huge parking program.

Mayo says it currently has 14,400 parking space for its staff, residents and Allied Health employees. Its subsidized bus program is used by more than 13,000 employees, which greatly reduces the demand for parking at Mayo’s downtown and St. Marys campuses.

Its employee shuttle service carries over 4,000 employees daily between the medical sub-district campuses and the park and ride lots are used by  900-1,000 employees daily. Mayo says approximately 50% of employees who qualify and accept campus parking privileges utilize parking on any given day.

The commission is scheduled to meet Wednesday (Nov 30) at City Hall, beginning at 6 p.m.
