Rochester, MN (KROC AM News)  – Rochester police have located the man who grabbed a woman Thursday and have decided there will be no charges because he is being treated for a “significant head injury” that has affected his behavior.

The 23-year-old woman told police she returned to her home near the 2nd St. SW fire station around 1:30 a.m. Thursday and was walking to her residence when a man on a bicycle rode up and stopped.

The woman told police the man was trying to communicate with her in broken English. As she turned away, she says the man came up from behind and began trying to hug and kiss her. She says the man also reached between her legs before she was able to get free and went inside her home.

Police say the 21-year-old man lives in the same neighborhood. He is from Kuwait and is in Rochester for treatment.
