St. Paul, MN (KROC-AM News) - It appears the latest attempt to bring state lawmakers back to St. Paul for a special session to deal with a tax bill and a bonding package has failed.

Governor Mark Dayton has released a letter sent to Republican House Speaker Kurt Daudt, in which he states that disagreements over transportation funding and spending have not been resolved and with fewer than 50 days remaining before the election, “I have reluctantly concluded that the time for an agreement on a Special Session has expired.”

Last month, Dayton seemed optimistic about reaching an agreement on the agenda for a possible special session after he announced that an alternative funding mechanism was being pursued for a planned third light rail line into the southwestern Minneapolis suburbs. Including funding for the project in a bonding bill had been a major stumbling block in the negotiations between the governor, Democrat legislative leaders and the Republican legislative leadership.
