MAHTOMEDI, Minn. (AP) —A 19-year-old man has been charged with killing a high school teacher in a drive-by shooting in Washington County.

Sheriff's officials say 46-year-old David Frigaard was shot in the chest in his truck at an intersection in Mahtomedi about 3:30 a.m. Saturday.

A criminal complaint charging Bailey Jordan Garcia with second-degree murder says the defendant was parked near the intersection and shot at the truck with a rifle, fled and was arrested after crashing his vehicle.

The complaint says Garcia told investigators he didn't know if he hit the driver.

Frigaard was an art teacher at Park High School in Cottage Grove. He also owned Frigaard's bar in Willernie. Defense attorney Ryan Pacyga says his client will be evaluated by mental health professionals so they can determine whether to pursue an insanity defense.
