garbage collection districts

The question has arisen again in Rochester.  Should the city go with a "district system" of trash pickup?  In other words, divide the city into different districts where each hauler currently working in the city would have certain sections only.

Rochester, MN  (KROC-AM News) - The Rochester City Council today discussed the possibility of changing the way residential garbage is currently collected and agreed more information is needed before making any decisions.
