Rochester, MN (KROC AM News) - An area man who had Rochester police scrambling after telling officers he had placed bombs at three sites has been found not guilty by reason of insanity.

Monday’s court ruling includes an order directing Olmsted County to begin civil commitment proceedings against 20-year-old Kyle Miller of Dodge Center.

A psychological evaluation determined Miller was “experiencing a major mental illness” when he placed packages at Century High School and two churches in February. Police determined they were not explosive devices.

Police first had contact with Miller at St Marys Hospital where he was found pointing a rifle at his head. It was later learned he shot himself in the head with the rifle, which was a pellet gun.
